Opong-Fosu unveils ‘3Vs’ blueprint to empower NDC grassroots ahead of December congress

NDC chairmanship aspirant Akwasi Opong-Fosu has proposed a “3Vs” framework to strengthen grassroots participation, economic viability and electoral mobilisation.

Former Local Government and Rural Development Minister, Dr Akwasi Opong-Fosu, says the Votes, Voice and Viability (3Vs) framework will transform NDC branch and constituency structures into sustainable, year-round operational centres.

The proposal was unveiled in a press statement issued on September 24, 2026, after an evening strategy engagement with NDC branch members as campaigns intensify ahead of the party’s December congress.

Under the Votes pillar, Dr Opong-Fosu proposes greater resourcing, recognition and support for branch and constituency executives responsible for mobilising voters and strengthening the party’s electoral base.

The Voice component seeks to create formal channels through which grassroots members can contribute to party policy, with mechanisms to ensure their proposals reach regional and national leadership and receive feedback.

The Viability pillar focuses on the economic sustainability of constituency structures through local businesses, cooperative societies and skills development programmes designed to generate income between election cycles.

A central element of the proposal is the creation of a Business Development Directorate at the NDC National Headquarters. The directorate, according to the campaign, would provide technical support, connect constituency ventures with credible partners and promote financial accountability.

The proposed ventures would be adapted to local economic conditions, including agricultural processing, trading and vocational apprenticeships, rather than depending on centrally controlled hand-outs or isolated pilot projects.

Dr Opong-Fosu said the approach should move the party beyond what he described as transactional, election-season mobilisation. “Restoration, Renewal, and Resetting must mean restoring trust in grassroots leadership, renewing members’ economic prospects, and resetting how the party empowers its members economically and supports its constituencies between elections,” the campaign statement said.

The proposal comes ahead of the NDC National Congress scheduled for December 19, 2026, when delegates are expected to elect national officers to lead the party towards the 2028 general elections.
