'Most of the power producers are receiving 100% of the bills they present every month — Jinapor

The Minister for Energy and Green Transition, John Jinapor, has stated that government reforms in the power sector have significantly improved payments to independent power producers, with most now receiving the full value of their monthly invoices.

Speaking during the “Resetting Ghana” tour, he explained that the intervention was part of a broader mandate set by President John Dramani Mahama to stabilise the energy sector and address longstanding financial challenges.

Mr. Jinapor disclosed that the Electricity Company of Ghana (ECG) had accumulated debts of about GH₵80 billion, contributing to irregular payments in the past, where producers received as little as 40 percent of their billed amounts.

“l can tell you today, most of the power producers are receiving 100% of the bills they presented every month,” he said.

He revealed that Ghana experienced load shedding of about 700 megawatts in December 2024, while petroleum production had been declining consistently for five years.

He noted that through what he described as a “cash waterfall mechanism,” the government has been able to prioritise and streamline payments across the power value chain, ensuring improved liquidity and reliability in the system.

“Mr. President set the task for us to resolve these challenges, ECG alone had a depth of 80 billion and by dint of hardwork we instituted a cash waterfall mechanism and when power producers before assuming office were being payed 40%,” he stated.

According to him, the combined measures are beginning to restore confidence in the energy sector and strengthen power supply stability nationwide.
