The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has submitted a Right to Information (RTI) request to the Minerals Commission seeking detailed records on the Damang Mine concession, including the lease granted to Engineers & Planners Limited and activities following the expiration of the previous lease held by Abosso Gold Fields Limited.

In a letter dated June 19, 2026, the lawmaker requested access to information relating to the government’s decision to award the Damang Mining Lease to Engineers & Planners after accepting recommendations from the Minerals Commission and its tender committee.

Among the key records requested are evidence of all payments made by Engineers & Planners to the Government of Ghana for the lease, the duration of the mining lease, and production data covering 2023 through 2026. He is also seeking information distinguishing gold produced through active mining from gold recovered from stockpiles.

The MP further requested records detailing the quantity, grade and value of gold-bearing stockpiles at the Damang Mine when active mining ceased and when the asset reverted to the state. He also asked for documents showing ownership determinations regarding those stockpiles and any gold processed from them after the previous lease ended.

Mr. Awuah is seeking clarification on whether the government established a transition team or interim authority to manage the concession after the termination of the lease with Abosso Gold Fields. He also requested records on gold produced, sold, removed or exported during the transition period, including the value and dates of consignments.

The application further seeks details of any licences, permits, approvals or transitional arrangements that authorised the handling of gold from the Damang concession before the lease was granted to Engineers & Planners. It also requests information on parliamentary ratification, where applicable, and the legal basis for gold transactions undertaken during that period.

Additionally, the MP is demanding records of any due diligence conducted by licensed buyers, aggregators or service providers that handled gold from the concession, including declarations of source and assurances regarding lawful ownership.

The request extends to any financial arrangements between Abosso Gold Fields and Engineers & Planners, including loans, advances, guarantees or support provided during the transition period. Mr. Awuah is also seeking disclosure of any settlement agreements, offsets or other forms of consideration exchanged between the two companies.

Citing the Right to Information Act, 2019 (Act 989), the MP reminded the Minerals Commission that it is required to determine the application within 14 days of receipt. He noted that failure to do so could trigger review and appeal procedures, including appeals to the Right to Information Commission and the High Court.
